**Steps to reproduce**
1. Launch Firefox.
2. Perform a search using the address bar.
3. Dismiss the persist search tip by clicking anywhere in the SERP.
4. Click the address bar again.

**Expected result**
* The address bar drop-down expands without any visible issues.

**Actual result**
* There is a flicker before the address bar is expanded.
