I am trying to vendor `cryptography` to `WPT`, and it depends on `setuptools_rust-0.12.1-py3-none-any.whl` (which is already on our internal pypi mirror), but `setuptools_rust` also depends on `semantic-version>=2.6.0`.

I don't think there are any other dependencies downstream of `semantic-version 2.6.0`.
