There is a huge section about Named Timeline Range defined in the appendix of [scroll-animations]. However, it may be moved to [css-animations-2] and/or [web-animations-2]. File this bug for it.

Basically, this affects the keyframe rules, and introduces new CSS properties to specify the range of the animations on the timeline (and add the `getCurrentTime()` API in `AnimationTimeline` interface).
