There is a huge section for Named Timeline Range defined in the appendix of scroll-animations. However, it may be moved to [css-animations-2] and/or [web-animations-2].
Basically, this affects the keyframe rules, and introduces new CSS properties to specify the range of the animations on the timeline (and adds getCurrentTime() API in AnimationTimeline interface).
