This was fixed for headers set via the normal GUI in Bug 195716. Accordingly, however, the fix only affects headers that are listed in the Pref: ```mail.compose.other.header``` If you put your headers in there, it should work with the Extensions API as well. After all, saving isn't the problem. If that's not enough for you, the whole concept of loading CustomHeaders would have to be rebuilt.
