After further investigation, confirming for TB 102.11.0, Win10 (and also seen on macOS Monterey 12.6).
Daily 115.0a1 (2023-05-15) (64-bit) also affected, but looks better (or maybe missed the exact scenario).

There's several things going on here (see screenshot).
- At some measure, probably partly related to the width/structure of the displayed time line, UI does get clipped at the right side without showing horizontal scrollbar. That's a bug.
- Weirdly, on same version of TB (only difference I'm aware of is 32 bit vs. 64 bits), with UI already clipped on the right, sometimes the *vertical* scrollbar stays and sometimes it does not (red squares). That's weird and buggy.
- More weirdly, on the right (32 bit), I have two years in time line which do not have any messages (even after clicking the year to zoom). That's another bug.
