https://bugzilla.mozilla.org/show_bug.cgi?id=1783405 introduces, and https://bugzilla.mozilla.org/show_bug.cgi?id=1830139 increases, a threshold that allows TimerThread to intentionally fire some timers a little later than requested, however this value is set zero, effectively disabling that functionality, outside of nightly builds.

This has been enabled in Nightly without any problems for quite some time so let's get it enabled everywhere.
