Have you click "Cancel" when the dialog (Open in apps) shows  ?  (maybe accidentally or intentionally)

If so , fenix cache the `cancel` operation and  the dialog will not show for clicking any "tel:" link  in the following 1 hour .

You could "Force stop" fenix to reset the cache (Note: remove it from recent screen not work).
