### Steps to reproduce
1. Go to amazon.com, on a PDP.
2. Dismiss the shopping CFR, and tap on the shopping icon (double price tags) from the toolbar.
3. Observe the behavior.
### Expected behavior
The opt-in sheet is expanded to its full height.
### Actual behavior
The opt-in sheet does not expand to it's full height on Android versions below 9
