1855966 - Opt-In sheet height expansion issue in both portrait and landscape modes

Prerequisites

Make sure you have VPN connected to US.
Make sure you have developer's option enabled, and the "Shopping experience" toggle is ON.
Make sure you have a clean environment.

Steps to reproduce

1. Go to amazon.com, on a PDP.
2. Dismiss the shopping CFR, and tap on the shopping icon (double price tags) from the toolbar.
3. Observe the behavior.

Expected behavior

The opt-in sheet is expanded to its full height.

Actual behavior

• Portrait mode: The opt-in sheet does not expand to it's full height on Android versions below 9
• Landscape mode: It is fully expanded after initially showing it only halfway (in this case, the bar).

Device information

• Firefox version: Nightly 120.0a1 from 29.09.2023
• Android device model: Samsung Galaxy S9 , OnePlus A3000, Samsung Galaxy A53 5G , Huawei MediaPad M2
• Android OS version: Android 8, Android 6, Android 13, Android 5.1.1

Please note that this issue can be reproduced in the first scenario in portrait mode only on Android versions below 9.

In the screenshots, the bottom sheet seems to open fully, there's no more space available on the screen for the content to be visible and we have to scroll for the content.

I think this bug is a duplicate of full-screen bottom sheet bug 1858070.
