We are not able to have less rows or a different height due to how the cards view is designed architecturally with the code. This is related to scrolling. See my earlier note in comment #2. But for the sake of making this look better, that is something we can address. See bug 1858578 and bug 1863403.

Update: I also want to say thank you for reporting this. This is certainly not ideal in terms of how this looks. But we do want it to look better than it does now given the constraints.
