Ah, I was wrong stating that I refreshed my installation. In fact, I performed a clean install via a USB installation media. I've used the latest ISO file downloaded from https://www.microsoft.com/software-download/windows11 and installed all Windows updated afterwards. Currently I'm using Windows 11 Home Single Language 23H2 (build 22631.3007) in Turkish. I've used the system like this for about a week and the "New private window" option never appeared for me.
