**Preconditions**
* browser.urlbar.suggest.recentsearches = true
* browser.urlbar.suggest.trending =true
* browser.urlbar.trending.featureGate = true
* browser.urlbar.recentsearches.featureGate = true
* browser.urlbar.trending.requireSearchMode = false
* VPN connected to US
* Google set as default engine.

**Steps to reproduce**
1. Launch Firefox.
2. Open a new tab and focus the address bar. 
3. Select a trending search and submit it. 
4. Continue submitting trending searches until the ‘Recent Searches’ section is full.
5. Navigate to about:preferences#search and change the default search engine to Bing. 
6. Open a new tab, select a trending search and submit it.
7. Continue submitting trending searches.

**Expected result**
* Address bar dropdown flickers/glitches.

**Actual result**
* Address bar dropdown does not  flicker/glitch.

**Regression range**
* Will come back with one ASAP.
