I took a quick look:

 * The only regression from bug 1349750 were ones reported shortly after it landed, there aren't any more recent ones on file
 * I haven't found any other case where toggling this pref off was useful for a diagnostic purpose, nor do I remember any

So, I think it should be fine to remove.
