**Steps to reproduce**
1. Launch Firefox Nightly.
2. Go to about:support.
3. Click “Troubleshoot Mode…” or “Refresh Nightly…”.
4. Let Firefox restart.
5. Watch for the Import modal on startup.

**Expected result**
* The Import modal opens smoothly with no visual flicker.

**Actual result**
* The import modal briefly flickers during its initial display.

**Regression range**
* Attached screen recording shows the behavior. 
* The issue is more noticeable on Windows.
