Steps to reproduce
- Launch Firefox Nightly.
- Go to about:support.
- Click “Troubleshoot Mode…” or “Refresh Nightly…”.
- Let Firefox restart.
- Watch for the Import modal on startup.
Expected result
- The Import modal opens smoothly with no visual flicker.
Actual result
- The import modal briefly flickers during its initial display.
Regression range
- Attached screen recording shows the behavior.
- The issue is more noticeable on Windows.
