Steps to reproduce:
1. Enable `Always show scrollbars` from Windows Start > Settings > Accessibility > Visual effects
2. Start Latest autoland build
3. Open https://bugzilla.mozilla.org/query.cgi?format=advanced  (not necessary to login)
4. Click to select  `Components` of the Classification: listbox
5. Click to select `External Software Affecting Firefox` of the `Product` Listbox

Actual Results:
The contents of the list items will shift a few pixels to the left.

Expected Results:
Not shift
