When multiple tabs are open, Firefox gives priority to the tab title, hiding the close button (see screenshot).
However, in most cases, users would like to be able to close tabs without activating them.
This would bring Firefox's behavior more in line with Chrome.

Reproduction

Open ~20 tabs
- Before patch: extra click is required to close any tab
- After the patch: tab can be close on hover
