When multiple tabs are open, Firefox gives priority to the tab title, hiding the close button (see screenshot).
However, in most cases, users would like to be able to close tabs without activating them.
This would bring Firefox's behavior more in line with Chrome.
Reproduction
Open ~20 tabs
- Before patch: extra click is required to close any background tab
- After the patch: tab can be closed just on hover, without extra-click

I'm closing this as wontfix since it would make it too easy to accidentally hit the close button when the intent was to just select a background tab. Vertical tabs can get away with this behavior because they're aligned vertically, so the close button shows up in a predictable position on a vertical axis.
