**Steps to reproduce**
1. Open https://www.linkedin.com
2. Dismiss `Sign in with Google` pop-up and then "Accept cookies" from the top banner
3. Pinch zoom / smart zoom around the login buttons (`Continue with Google` / `Sign in with email`) and on the page content.

**Expected result**
* The elements on the page are properly displayed when pinch / smart zooming.

**Actual result**
* Borders are missing when zooming in, please see the attached screenshot. 
* ⌘+ / ⌘- work fine for this page.

**Regression range**
- Regressed by `Bug 2023886 - Move the border preparation code from prepare.rs to border.rs. r=gw`
