A new i18n interface maps 4.x csid (number) to charset name (string).

The code is checked in but not hooked up to the main build.
make intl/compatibility to try it
It's hooked into the build for windows, macintosh and unix probably tomorrow.

It turnes out that address book import doesn't need this because 4.x pref
already saving charset name instead of id.
This interface may be used for other prefs (e.g. font setting) but I am moving
the target to M15.
Currently, the interface is hooked up to windows but not unix and macintosh.
Currently, the interface has no caller, move to M17.
