While reviewing Bug 997328, I see that we're using App default storage for communicating FHR settings between Fennec and Background Services. That should be per-profile. See http://hg.mozilla.org/mozilla-central/file/9d3da41ad0b6/mobile/android/chrome/content/aboutHealthReport.js#l28 I thought we had logic to communicate the active profile to Background Services in place, but perhaps not. In any case, we have a profiles ContentProvider now.
We don't do FHR anymore.
