User taps Usage (Cost Control) App and taps the settings (gear) icon in upper right but not in a standard thumb press motion. Using a swipe with the thumb maneuver highlights the icon but doesn't open the data usage page. Likewise, while illuminated, performing the same swipe maneuver with the thumb deactivates the illumination but does not open the expected page. Video demonstrates this unique process and both outcomes.

Repro Steps:
1) Updated Tarako to BuildID: 20140424014003 
2) Tap Cost Control (Usage) App
3) Swipe tap the Gear icon 

Actual:
When tapped in a precise manner, gear icon illuminates in blue but does not open the data usage page.

Expected:
Data usage page opens regardless of the method 100 percent of the time, especially when the button shows illumination, suggesting selection

Notes: 
Repro frequency: 15/20 – 75 percent, though percentage increases once manner is mastered

This issue reproduces on 1.3 Buri. Following the STR from Comment 0 displays the illuminated blue gear icon without the appropriate screen opening.
