Create a "Want to make me your default browser?" prompt for users somewhere

I can think of no reason not to do this, and lots of reasons to do it as long as we make it as easy for users to say "no" as it is for them to say "yes".
Please argue against this if you think it's something we shouldn't do - I'm willing to be swayed :)
Throwing over to ibarlow for actual UX and copy. This may be best suited as a first-run tip or somesuch -- totally Ian's call.
I'll nom for tracking and put it in the Fx33 section of the roadmap for now, and we can sort out if that's feasible in triage or whatever. Earlier is better, I think.

Couple things to consider:
* System already prompts for this.
* It gets reset on browser update.
* Some people like using different browsers for different content handling type

I didn't know it got reset on browser update. Hrm.

For things like this I'll always lean on the "play nice with Android" side of things, and let the system handle defaults as it's a more expected interaction.
So if you're asking me yes or no, I'd say no we don't want this.
