For homescreen work we would like to have faster, more responsive contextmenu events. The current main use of contextmenu events in gaia is for action menus on the homescreen and moving of icons.

Moving this from 750ms -> 400ms should suffice.

The change sounds fine: Please note that it is also used for web pages, so we may need to change it back it it starts to be annoying.
