When re-playing a video on-device, there is a noticeable lip-sync delay.  If I forward that same video to my laptop, there is hardly any delay.  Voice decoding on device is slow???

Example of lip-sync issue and low-volume issue.  Lip-sync issue largely manifests only on device perhaps indicating a problem with decoding?  When forwarding same video to my laptop, the issue largely dissappears.
