1002033 - [meta] BACKLOG Loop server

This is our backlog for bugs for Theme 998329 "Loop all-up - server, client, desktop".  These are bugs not targeted for development in the current "Target Milestone".  

When we pull Feature Work from our backlog to work on in the next Milestone - we move them under the logical User Story [meta] bug below 998329 and set the "Target Milestone" and Work Remaining (estimated) value.  

When we pull "bugs" to get fixed, simply move the bug under the User Story [meta] bug, but unless it is blocking - we do not need to set "Target Milestone".

Minimal but consistent bug management & mark-up is the least intrusive way for developers to give visibility into the project to outside parties that care (other teams, peers, managers handling work-load, upper management setting expectations, etc.).
