Details

When manually updating to Firefox 29, /whatsnew is being displayed. (as described here https://bugzilla.mozilla.org/show_bug.cgi?id=987407) However, when restoring a session with multiple windows on update, /whatsnew is not being displayed in the foreground. I had 3 windows open when manually updating to 29 from 'About Firefox'. After restart, I restored my previous session that had 3 windows open. /whatsnew opened in a tab in a window, but behind 2 other windows. /whatsnew should open in foreground.
This is a general sessionstore issue, I think.

I think this may be related to bug 991003 because they both have to do with how we handle the first window.
