Steps to reproduce:
As long as I have set the preferences Advanced/Proxies to "Automatic proxy configuration URL" with a pac-file web sites are loading extremely slowly.
If I change the proxy settings to "Manual proxy configuration" it works at about six times faster for the loading of the same websites.
I can reproduce this problem in Seamonkey in all versions from 2.15 (where it was introduced) until the actual version 2.25, as well in the firefox-versions including version 29.
The Bug 923458 - [Regression v24 to v25] Slow loading of websites via proxy / pac file concerning the same problem in Firefox with status "fixed" is in reality not fixed for this problem.
Actual results:
How to reproduce the bug:
Test loading time for example for www.welt.de with manual or automatic proxy settings.
My Tests with both seamonkey 2.25 and Firefox 29:
Manual proxy configuration:
www.welt.de : 12 sec.
Automatic proxy configuration URL:
www.welt.de : 68 sec.
Expected results:
I would expect that the loading time for websites should be almost equal for both typse of proxy settings.
But the difference is absolutely huge.

I guess this is a regression from bug 563169 (since Firefox 18, which SeaMonkey 2.15 corresponds to).
Looks like WinInet function call is slow depending on some configurations...
Heinz, what is your proxy settings of IE (not SeaMonkey)?
