The keyboard app currently loads {$locale}.js files dynamically when being launched, something I did 2 years ago. We now have a build script that should be smart enough in terms of helping us inject that file on build time. I think we should inject the first layout defined in GAIA_KEYBOARD_LAYOUTS def.
We no longer need this to fix bug 970188.
