Steps to reproduce:

Windows win32 (7/8), Install Oracle JRE 7u55, install Firefox 29.0, set: about:config / plugins.click_to_play -> False and "Java SE Platform 7 Uxx" to "Alway activate".



Actual results:

JRE is always blocked, and my company's application can't run properly without applet running via LiveConnect from Javascript. 
Even on http://www.java.com/verify  still the gray box is shown. We need to distribute the configuration changes via Active Directory, as people don’t have static profles. They are not persistent. 



Expected results:

I assume that JRE will run without asking any extra permissions as it used to be in version 23.x.

http://www.java.com/verify works fine to me, FF 29, Win 7 x64, J7u55.
Note that you can set Java to 'Always activate' without changing plugins.click_to_play to FALSE.

In the addons manager, is the plugin marked as "X is known to be vulnerable"? If so, this is by design: you cannot mark known-vulnerable plugins to activate without permission and should upgrade the plugin.

OK, I tried it on clean env. It seems to work with always active. My fault and maybe other settings involved. 

So how can I distribute this "Always active" and make JRE always active for people who have not yet even created their profiles ?!?
We need to distribute this from AD to people whose profiles are built from scratch every time they login to a computer – their accounts are temporary on machines they work on. So I even can’t make changes to their profiles as they doesn’t exist yet.
