User is unable to exit the FTU after the phone Tour.

Repro Steps:
1) Update a Tarako to BuildID: 20140505014001
2) Proceed through the FTU

Actual:
The buttons 'Skip' and 'Continue' (Continue is the last page of tour) does not exit the FTU

Expected:
The buttons 'Skip' and 'Continue' (Continue is the last page of tour) exits the FTU.

this is specific Tarako issue, have tested on the latest Buri 1.3 and the issue does NOT reproduce

The only diff between : http://hg.mozilla.org/releases/mozilla-b2g28_v1_3t/rev/49e959ce462f
and http://hg.mozilla.org/releases/mozilla-b2g28_v1_3t/rev/dfc111de2faa 
is the gaia changeset.  I don't think a swap is necessary.  It's a gaia change that caused the issue.
