That way, if (seems more like when, now) we ever disable the feature again, we don't have to mess around disabling the test. Also, the test will still run even if the feature is disabled by default.
Here you go. The ini change is a straight revert of what landed to disable the seer (to re-enable the test on appropriate platforms), and the rest is the really important bits. Doing a quick xpcshell-only try run just for sanity: https://tbpl.mozilla.org/?tree=Try&rev=2a8bb98580ca
