Steps to reproduce:
Connected the device via the App Manager. Clicked start, stop and debug next for app under the device tab after device had been dormant for a while.
Actual results:
App Manager would not launch or stop apps. To fix, the device needs to be rebooted and reconnected.
Expected results:
Once connected via the app manager you should be able to start, stop and debug all available apps despite the time your device has been on.

Can you open the Browser Toolbox and post any errors you may see in there once this happens?

I would also suggest trying WebIDE[1] these days. Unfortunately I did not see this bug until it was moved... :(
