Do you have some more output from the error?

I saw problems with this file before, because bionic's <elf.h> is incomplete. The solution for me was to switch to a different branch. Can you check out branch 'ics_chocolate_rb4.2' in the bionic directory and do a rebuild?

This bug was indeed the same bug 999348, which was resolved as in the bug report 999348. Thank you Thomas Zimmermann for your comments.
