Steps to reproduce
------------------------------------------------------------------------
1) Download Importer app from marketplace.
2) Run Importer app.
3) Set up your google account and Accept the offline access
4) Tap on Import contacts
   --> Importing progress is always 0%. We need Importer to fix this for Tarako.

I reproduced this on both buri v1.3 and tarako. I think there might be possible reasons:
1. This App does not have permission to modify Contacts.
   # I checked App permissions for Importer, the default permission for Contact is Ask. But there is no message pops up to ask for permission.
   # After manually grant the permission, the importing progress also remains as 0%.
2. Is there any Contact API/Structure change in V1.3 and v1.3t?
   # If there is, then it's possible that Importer does not work with v1.3 and v1.3t.
