Details

Steps to reproduce:
1. Enable quick launch.
2. Close all Mozilla windows.
3. Ctrl+Alt+Del the 'mozilla' task.

Result: 10 seconds later, you get a "this application is not responding" 
dialog, and have to force-kill mozilla.

Expected: the quick launch icon should disappear right away, and the dialog 
should not appear.

More similar to 14807, I think (and I'm closing this as a dup).  That fix needs
to cover this case as well.
