100905 - delta_ts not updated unless comment added

I am using bugzilla with group security.  When I add a bug and CC the members 
of said group, those members are "Excluded" from email notifications when the 
bug is created or modified.   The group has the checkbox set for "Only users in 
the selected groups can view this bug:"  

When I add a user that is not a member of a group, they are emailed the 
updates.  Any suggestions are greatly apprecaited.

Here is an example:  The "Excluded" emails are members of a group I set up.  
Would like for them *not* to be excluded.  Thank you!

This isn't a dupe...  I just reproduced this on Syndicomm this afternoon after
updating to the tip, both with and without the patches on bug 97469 installed. 
This is not the same situation as bug 97469 because this is people that ARE in
the group.  Bug 97469 is about people that AREN'T in the group.  This is a
regression from somewhere and Brad's patch on bug 97469 hasn't been checked in
yet, so he didn't do it. :)

the key here appears to be product groups....  since we can't reproduce it on
landfill, but landfill just has standard groups, not product groups.

I can't see any reason why this would happen. justdave says that _noone_ is
getting mail, so its not us failing to set one of the -force flags.

This isn't a bug group thing either - I reproduced it at home. Whats happening
is that we're not updating delta_ts, so processmail doesn't find anything. For
proof, check the activity log.

I can't reproduce it on landfill's bugzilla-tip, though, which was last updated
on the 18th. I'm checking bonsai now

+dataloss, since midairs probably aren't triggered either.

Oh, in that case it is a dupe...  but of a different bug than where it was
marked originally.

clearing milestone for invalid/wontfix/worksforme/duplicate so they'll show up
as untriaged if they get reopened.
