1009403 - [Window Management] Incorrect ordering of sheets

During the recent usability study, a bug was consistently identified whereby the sheets appeared in the wrong order.

STR
1) Launch Messaging
2) Find a message with a website link
3) Click on the website link to launch browser
4) Tap on the home button to return home
5) Launch messaging
6) Go back to the same message and tap on the website link to launch the browser
7) Swipe on the left edge of the screen to return to messaging
8) Whoops - The messaging app does not appear. Instead, for some reason, it's still at the top of the stack and accessed by swiping from the right edge of the screen.

Desired behaviour:

Step 7, the swipe from the left edge, should return the user to the messaging app.

Just tested this scenario multiple times on master, good news: it works as expected :)
