The "scrollbars" option to window.open() should default to "yes", in order to be more compatible with other browsers. Is that what this bug will do when fixed? (This bug's title is rather vague/confusing.)

This bug, if fixed as filed, would make that option always be "yes", period. That's not the same thing as defaulting to "yes".

UI-visibility-related features items have no more effect, except as a condition for whether to open popup or not
