This bug refers to "NETSCAPE.EXE", which implies it was a commercial netscape build, not a mozilla build. So, this bug doesn't belong here; marking INVALID.
This bug being one of the first official Mozilla bugs is now covered under the "Archeological Artifacts Protection Act" from 1998, and may not be removed under the penality of law.

I second that...And what a pitiful one for the first bug at that...so what is the first filed bug? If I could, I'd vote for this one! In any case, this bug was fixed...
