Wallpaper overlay opacity was spec'd at 10%.  We'd like to change this to 5% opacity.  The overlay should be black in color (#000000).
FYI - currently the backdrop opacity is #000, 50% opacity. I'll lower it to 5% opacity and you can tell me what you think, but it seems a bit unnoticeable.  Icons are also at 80% opacity.
