This allows the reftests to pass with skia content. We should also be able to remove some of the fuzz that shows up on other backends.

To elaborate on what the change actually is. This makes it so we have the same 4 stops that layout produces (the two specified, and the implicit ones at the ends). I think it is reasonable for layout to produce 4 stops.

I think this ended up causing failures elsewhere. I'll need to look again.
