101269 - Themes Preferences window scroll bar doesn't show up until you arrow down

When you have more themes than can appear in the Themes window (more than five
themes), you should see a scroll bar so that you can scroll to the other themes
you have installed.  However, the scroll bar does not appear correctly.  Only a
blank white space where the scroll bar should be. After clicking once on one of
the themes, you can use the arrow keys to arrow down and you can get to the
other themes you have installed.  When you get to the bottom of the list, the
scroll bar appears.  However, when you use the arrow keys to scroll back up, the
scroll bar disappears again.  

To test this you will need to install some themes.  I have installed Netscapes
"Toy Factory" theme, in addition to the updated Sky Pilot, littlemozilla and a
few others from 

http://x.themes.org/viewresources.phtml?type=chrome

Reproducible: Always
Steps to Reproduce:
1.Go to Edit-->Preferences
2.Choose the "Themes" item
3.Notice there is no scroll bar

This is probably a duplicate, or related to, bug 97796

Reporter: Does the above bug describe the same behaviour that you are experiencing?

If so, I'll mark it as a duplicate

This does look very similar to bug 97796.  However, I have seen slightly
different behavior from what is described in 97796.  At the very least, they are
related and perhaps would be solved by the same fix.  

The behavior I see is that the scroll bar does not show up at all until arrowing
down, where on 97796, the scroll bar appears and then disappears after scrolling
and releasing the mouse button.  

Perhaps instead of marking this as duplicate, you could mark this bug as
dependent on 97796.

I don't see any scroll bar on my Mac OS 8.6 system even if I scroll all the way
down.
