Description:
Switching quickly between the picture mode and video mode while starting to record will let the user take pictures while recording.

Repro Steps:
1) Update a Open_C to BuildID: 20140519040204
2) Open the Camera app
3) Quickly switch between picture mode and video mode
4) Select the circle to record a video then quickly tap the picture mode

Actual:
The user can take pictues while recording, the recording is not saved however the pictures are

Expected:
The user cannot take pictures while recording.
