+++ This bug was initially created as a clone of Bug #1014284 +++

After digging in the logs, I've found that the contacts start up test isn't running correctly. Either make test-perf isn't running and times out, it reports no data and datazilla reports a fake number, or the contacts data isn't being loaded correctly during test boot up.

While investigating 1014135, I saw that a few errors were occurring with datazilla and make test-perf. Here are a couple of logs for the good / bad contacts from the datazilla alerts. A couple of things happen.

1) We sometimes fail to push the contacts data to the device.
2) make test-perf, we fail and time out on startup test. I'm not sure this effects startup > startup-path-done",  but it looks like timeout delays or something else.
3) from the tip.txt, the log says "no passing results for communications/contacts, skipping", but datazilla reports some numbers anyway. The tests actually timed out according to the logs.

Should this be resolved as FIXED now? Datazilla shows consistent results coming in since 2014.05.29.
