Description:
Scrolling speed of the homescreen does not increase or decrease based on how close an icon is to the edge of the screen. There is only one scrolling speed

Prerequisites: Enable Vertical Homescreen in settings app

Repro Steps:
1) Update a Open_C to BuildID: 20140523073020
2) Long press on an icon to enable edit mode
3) Drag an icon towards the bottom or top of the screen to start scrolling down
4) Drage icon closer to the bottom or top of the screen

Actual:
Scrolling speed stays the same

Expected:
Scrolling speed will increase the closer the icon is to the bottom or top of the screen

Well it is completely configurable via a constant. If it is very fast according to UX, we can decrease that value in a follow-up. It will be very easy to set up.
