Reproducible: Always
Steps to Reproduce:
1. Subscribe to a news-server
2. Right-click on the icon in the mail/news-account-tree in the main window.

Actual Results:  The menu item "properties" is disabled for no obvious reason.
Useing the main menu item Edit|Mail/NewsAccountSettings works.

We had bug 70591, where instead of fixing the real problem (the OK callback for
the JS on the button), we removed that menu item entirely.  I think I'll let
this bug stand for putting it back (unless I can find a bug that exists already
in this capacity).

We have bug 10877 for 'Properties' not only for Newsgroup but also for other 
Folders. I'd rather mark it as duplicate to have one bug for a few Folders.
