Tab progress throbber flickers and is not drawn properly on Windows7 Classic.

Steps To Reproduce:
1. Disable HWA from option
2. Open web pages

Actual Results:
Tab progress throbber is broken

Expected Results:
Tab progress throbber should be drawn properly.
