With the recent move out of apps/communications, certain unit tests are not running at all due to broken mock references. The unit tests that are not run in the test-agent are:
* test/unit/finish_screen_test.js
* test/unit/navigation_test.js
* test/unit/operatorVariant_test.js
* test/unit/sim_manager_test.js
* test/unit/tutorial_test.js
* test/unit/ui_manager_test.js
* test/unit/wifi_test.js
